Leadership Performance: Distributive Policies and Maintaining Global Peace

Introduction

            Fairness and wealth distribution lead to sustainability in governance. Leaders around the world need to understand the dynamics of political stability and maintaining peace. This paper discusses distributive policies, maintaining global peace, impacts of distributive policies, role of world leaders in implementing distributive policy, reshaping governance in Middle East and Africa using distributive policies.

History of Distributive Policies

         Love is giving; people tend to love one another when gifts are shared among themselves. Distributive policies may be considered as entitlement but it is a right to live and survive within a particular domain govern by the few in the authority of power. According to Fowler (2009) distributive policies defined bestow gifts on citizens, and these gifts may be goods, services or special privileges (p.239).                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                        There are three categories of distributive policies that include subsidies, contract and non-regulatory licences.

          The origin of distributive policies started in the ancient time when king of a city settle some privileged and underprivileged people to consolidate and stabilize his power. The king shared gifts among people in order to avoid any kind of political fiasco. World leaders tend to practice distributive policies and they strive to satisfy the needs of all people.



Impacts of Distributive Policies

          The implementation of distributive policies enables global leaders to gain trust of their followers. A smart politician can win more votes for his or her constituency adopting distributive policies. Hurwitz et.al (2001) stated that distributive perspective posits that legislative gains from trade and influence across multiple jurisdictions (p.913). Any politician or political leaders that are ready to support the agenda of interest group will continue to win election.

The Role of World Leaders Implementing Distributive Policies

            Decision making is a complex technique utilized by the world leaders on the daily basis. Distributive policy is not an exception in decision making process undertaken by world leaders.

           The United States president is faced with a lot of controversial issues. President Obama has the ethical obligation to resolve issues with fairness and should be non-bias and non-judgemental. He has greatly utilized distributive policies to addressed issues relating to gay marriages, legalizing medicinal marijuana and gun-right. According to CNN (2013) president Barack Obama believed marriage only was for one man and one woman. He then backed civil unions for gay and lesbian couples, granting them many of the same rights and privileges as married heterosexuals. Approving gay policy is critical step taken by president Obama to implement distributive policies in order to create a diverse society and to get support of the majority of the population.

         Another area president Obama utilized distributive policies is the legalizing of medical marijuana. Synchronizing a segment of population that use medical marijuana for chronic pains can be a beneficial of distributive policies. Sledge and Wing (2012) stated that Attorney General Eric Holder announced on Thursday that two states will be allowed to go forward with legalizing recreational marijuana use, a major more that could reshape the federal government policy on pot.

          Morally, some people will argue smoking marijuana is bad for your health and some consider it as an element to trigger violence in our society. As government is serving a larger community, some people will claim that it is good for the treatment of certain ailments while some will believe otherwise. Distributive policies are necessary to resolve these issues.

Reshaping Governance in Middle East and Africa Using Distributive Policy

           Power sharing is a great challenge in Middle East and Africa and that is the reason government in Middle East and Africa refused to embrace distributive policies. This paper does not have any intention to lampoon any leaders in Middle East and Africa. Koser (2012) recognized the Arab spring has resulted in rulers being ousted in Tunisia, Egypt, Libya and Yemen; civil uprisings in Bahrain and Syria; major protests in Algeria, Iraq, Jordan, Kuwait and Western Sahara. Most of the leaders in the aforementioned countries failed to implement distributive policies but focuses on their tribes. Wealth distribution, subsidies and grants are mainly for people that know the leaders.

         It is greatly impossible to expect peace when a leader that is supposed to implement distributive policies destroys a segment of the population. Barbati (2013) recognized that the civilians happened to be Kurds were Iraq dictator Saddam Hussein’s enemies. He had ordered his forces to drop gas on the city, then inhabited by 45,000 Kurds (p.2). Utilizing distributive policies by former Saddam Hussein should have been the best option to maintain power and peace in Iraq. Every person wants a piece of the pie but when people are deprived of their daily living they fight for their entitlement. Oppressive policy is greatly practiced in some part of Middle East and Africa Countries. In oppressive policy, the cocoon and opportunist in power acquire great wealth for themselves and family and forget about the welfare of the populace. Koonmee(2011) stated that major issues within organizational fairness are distributive and procedural justice. They drive around the city million dollars bullet proof cars and protect themselves with security forces. A leader that wants a peaceful country must finds a way to feed and maintain good standard of living for his people. The Arab uprising is due to the living condition of the populace that include unemployment, no money to marry, and lack of government grant. Only the rich kids can afford to marry with big gifts and celebration. Some that cannot afford basic standard of living consider life worthless and resulted in political uprising.

             In Western Countries that include United States, Canada and Great Britain find a way to implement distributive policies for their populace by giving out employment insurance for workers that lost their jobs, pension plan for retirees, welfare for poor and single mother with kids.

          The problem with leaders in some countries in Africa and Middle East is that they dislike distributive policies. In some countries in Africa and Middle East, it is necessary to know that if you do not have any family member holding political position, there is no way you can make a good living or you must have a family member living in western countries sending money through western unions to love one’s back home. It is a pathetic situation that with all minerals resources in Africa and Middle East the people still suffer.

Conclusion

          This paper has investigated the history of distributive policy, role of world leaders in implementing distributive policies to resolve controversial issues facing the country that include use of medical marijuana, gay rights and gun rights. All we need to maintain peace in Africa and Middle East is to love one another and to implement distributive policies that are fair to all people. The efficient implementation of distributive policies will minimize number of Lilliputians in the regions that have been oppressed.
